Capacity Building

UGANET with support from DCI/Embassy of Ireland is implementing The Advocacy and Capacity Building Project for Strengthening of an Appropriate Legal and Human Rights Response to the HIV/AIDS Epidemic in Uganda. The overall goal of this Project is to create a response that provides for an appropriate systematic and timely action on policy, legal and human rights implications of HIV/AIDS in Uganda.

In implementing these activities, the Network draws on its expertise and experience as a pioneer NGO in the country in this area, its Executive Committee members who are all well versed and have been active players in issues of the Law, Human Rights & HIV/AIDS as well as its partners.

Previous activities include
A Programme for Capacity Building for District Networks on Law, Ethics & HIV/AIDS, which was supported by the STI Project GOU/World Bank (1998 and 1999); UGANET’s capacity building for its Members and Partners to intergrate issues on Law, Ethics and HIV/AIDS into the programmes. Highlights of activities completed since 2004 with DCI/Embassy of Ireland FUNDING include.

2004 Activities

  • Media Advocacy;
  • National Training for Judicial Officers;
  • Training for Lawyers;
  • Training/Consultative Workshop with Members of Parliament;
  • Consultation with UGANET Members & Partners on Key Priority Advocacy Issues for creating a supportive human rights, legal & Policy Framework to fight HIV/AIDS;
  • Development of a Monitoring and Evaluation Framework;
  • Networking
  • Recruited Staff and ensured the continued running of UGANET’s Secretariat; and
  • Revised its Constitution & Governance and recruited new Membership
2005 Activities

  • Media Advocacy;
  • A Consultative Workshop with HIV/AIDS and Human Rights Organizations focusing on HIV/AIDS, Human Rights and the Domestic Relations Bill;
  • A National Consultative Workshop with the Moslem Community on HIV/AIDS, Human Rights and their position on the Domestic Relations Bill;
  • Training for Police and Prisons Officers;
  • National Training for Programme Officers of HIV/AIDS Organizations/Coordinators of PLHA Networks;
  • Held Annual General Meeting;
  • Commemorated UGANET’s 10th Anniversary by highlighting the pending legislative reforms to address HIV/AIDS;
  • Launched UGANET’s Orphans’ Fund;
  • Consultation with UGANET Members & Partners on Key Priority Advocacy Issues for creating a supportive human rights, legal & Policy Framework to fight HIV/AIDS;
  • Developed UGANET 5 Year Strategic Plan (2006 – 2011);
  • Developed UGANET Website;
  • Developed 3 Simplified Booklets on HIV/AIDS and the law relating to Discrimination, Children and the Workplace (in print);
  • Participated in the World AIDS Day in Kit gum;
  • Started providing Legal AIDS Services to PLHAs and those affected whose rights have been violated due to HIV/AIDS;
  • Forged Strategic Partnerships with NAPHOPHANU, TASO, AMICALL, etc;
  • Raised the Profile of HIV/AIDS and Human Rights Issues through engaging in visible and strategic activities;
  • Ensured the continued running of UGANET’s Secretariat;
  • Expanding its Membership base;
2006 Activities
  • Media Programmes in Print & Electronic media.
  • Community Capacity Building Workshops in 3 districts
  • Technical Capacity Building Workshops in 3 districts.
  • Held consultative Workshops on the Sexual Offences Bill
  • Formed the HIV/AIDS Human Rights committee.
  • Organized a Parliamentary Awareness Week.
